Thurmont Region Plan

The Frederick County Planning Commission has released
 the draft of the Thurmont Region Plan.
I have made copies of the documents available
on thurmont.com at the following address:

This page will also serve as the location for our Master Plan
once our draft plan is completed.

You may have heard that the BoCC has once again removed the bypass form the Thurmont Region Plan, but I have been told that the BoCC will review this decision at a future hearing.  Once that hearing is scheduled I will get a notice out to everyone.

Thurmont Planning and Zoning Meeting, February 28th
At this month’s regular meeting of the P & Z we will be discussing the following documents:
Annexation Process                            Annexation Proposal Expectations

The Board of Commissioners has asked that the P & Z review both of these documents and provide input to the BOC. The documents are authored by John Ford and represent the first step toward providing guidelines for future annexations.  The Thurmont Board of Commissioners will have future discussions regarding the adoption of these guidelines.

Thurmont Master Plan Update
The P & Z has been working to complete the draft of the THurmont Master Plan and we are getting very close to having a draft of the plan for public review.  Once we feel the draft plan is ready we will have several open houses for the public to view the plan and maps.  At the end of the review period there will be a review meeting for public comment.  The schedule for the open houses and public hearing will be posted here. 
Comprehensive Rezoning.
Comprehensive Rezoning will be addressed in the near future.  There are several zoning changes proposed in the Master Plan that are being discussed at this time. Check here for updates of the schedule for Comprehensive Rezoning.

Proposed Zoning Changes
The Master Plan update includes some changes in zoning classification, most notable of which is the addition of Mixed Use Village Zoning.  This zoning classification is under consideration for existing areas in Thurmont and can also be applied to new development.  This classification will allow for mixed use in existing areas and will encourgae the development of new mixed use properties in future development.  Mixed use will allow for a mix of residential and small business on a single property. Thurmont Commons/Myers Farm Annexation
PUBLIC NOTICE

Notice is hereby given of a Public Hearing to be held by the Commissioners of Thurmont at the Thurmont Town Office,10 Frederick Road, October 16, 2007 at 7:00 p.m. on an accepted petition and proposed resolution to enlarge the northern corporate boundaries of the Town of Thurmont by the annexation of +/- 209.542 acres of land described below that has been referred to as the Myers Farm annexation.

The property, currently zoned agriculture, highway service and general commercial in the county, is proposed to be annexed with a zoning of R-3 Medium Density Residential and General Business (GB).

Planning & Zoning July Meeting Agenda
The P&Z Agenda for the July 26th meeting inlcudes the public hearing for

Public comment will be accepted as part of the hearing.  A sign up sheet will be available for those wishing to speak. Comments will be taken in order as per the sign up sheet and there will be a 3 minute time limit on each speaker.

The Myers Farm Annexation Poll Results
At the Town Meeting on January 30, 2007 mayor burns released the results of the Myers Farm Annexation poll. The poll was included in Thurmont Electric bills, was sent to households not receiving town electric service and was made available here on this page.  These results were tallied and provided by Mayor Burns. The business and out of town votes shown are included in the total vote.
There were a total of 1,487 forms retuned as of Jan 30th.

 Lawyer Farm property.  The petition has been submitted by Beazer Homes,
 contract purchaser of the Lawyer Farm as well as several adjoining parcels.

The document contains an explanation of some of the possible pro’s and con’s to this annexation/development.  In addition there is a poll you can fill out expressing your support, opposition or indifference to the proposed annexation of the Myers Farm property.
The Mayor is looking for as much resident input as can be gathered, so you are
encouraged to read the Momorandum and submit the attached poll.

Mayor Burns held a public meeting to discuss the Myers Annexation:

There were 13 County Residents in Attendance and 25 Town Residents in Attendance

Of the 13 County Residents in Attendance, all 13 voted against the Annexation

Of the 25 Town Residents 19 Voted for the Annexation
3  Voted against the Annexation
2 voted Undecided because they are waiting for more information

These numbers should in NO WAY be used as a means to justify that the town is supportive of the Annexation because it is only one meeting and only a small number of respondents.
Mayor Burns will be sending out his memo he presented that night and ask that all residents please fill out the poll form, check the box appropriate, SIGN and PRINT your name and address and send it or deliver it to the town office attention Mayor Martin A. Burns.  He will use this approach to get feedback on the Annexation from all residents.

Please note the form in the mail will be slightly different than the one presented at the Dec 13 meeting to incorporate comments by some that it was not as balanced as it could have been.  I don't necessarily agree, but as a way to make this as fair as possible, and in the spirit of cooperation I have added some language so no one can say it wasn't as fair and objective as possible.
