The Thurmont Master Plan Update.

The Thurmont Planning and Zoning Commission is in the process of updating the Thurmont Master Plan. The draft version is nearly completion and will be presented at several open houses and public hearings. When the draft is available it will be posted here and copies will be available at the town office. Please attend the P&Z meetings and workshops to see how the update is progressing.

2008 Master Plan Draft

The Draft Master Plan is now available for review. Click the following link to download a copy of the plan.  The 2008 Master Plan Draft can also be viewed online by clicking the following link. The files are large (13mb) and can take several minutes to download depending on your connection speed.

Comprehensive Rezoning

Comprehensive rezoning will get underway at the end of the Master Plan update process. There are several changes to the Thurmont Zoning Regulations that must be adopted by the BOC prior to the start of the rezoning process. The tentative start for rezoning will be the June or July Planning & Zoning meeting.

The following is a tentative schedule for the remaining Master Plan Meetings. Residents will be receiving a notice for the Open Houses, Public Hearing
 and other important meetings.

Remaining Schedule for Thurmont Master Plan:
This is a tentative schedule, please check back for changes. 

Thursday March 20th
P&Z Workshop for final work on the
Master Plan draft document.

Thursday March 27th
Consent to publish 'Public Hearing Draft' of Master Plan

Monday April 7th
60-day review period begins

Monday April 14th
Tentative: Meet with Mayor and Board of Commissioners
to introduce Master Plan

Thursday April 24th
This P&Z meeting has been canceled so our members can attend
the joint BoCC-Thurmont-Emmitsburg meeting.

Thursday May 1st P&Z Meeting
Tentative Agenda: Final approval of the proposed zoning changes. The changes will then be advanced to the Board of Commissioners for their review and approval process.

Thursday May 8th First Open House 
Master Plan Open House, a mailing will be sent
to residents at least two weeks in advance of the Open House. The Master Plan Draft and Maps will be on display and residents are encourage to come and view the document, ask questions and provide comments.

Tuesday May 20th Second Open House 
The Master Plan Draft and Maps will be on display and residents are encourage to come and view the document, ask questions and provide comments.

Thursday June 5th Master Plan Public Hearing
Public hearing on the Master Plan. The public will be invited to comment, there will be limit of 4 minutes per speaker. Speakers may engage P&Z members in discussion, which will not apply to the 4 minute limit.

Thursday June 12th Final Workshop
Final P&Z Workshop and Adoption of 'Recommended Plan'
to go to Board of Commissioners

June or July Comprehensive Rezoning
Tentative start for the Comprehensive Rezoning process.

September Comprehensive Zoning Draft Map
Review of property owners requests and the Comprehensive Zoning Draft Map.
